MaxMind lowers residential proxy confidence for ISPs that share IPv4 addresses

MaxMind's GeoIP Residential Proxy data now sets confidence to the minimum value (1) for IPv4 networks of ISPs that share addresses across many users, e.g. via CGNAT. Expanded to about 530 more ISPs on 26 October 2026.

MaxMind has changed how its GeoIP Residential Proxy data rates IPv4 addresses of ISPs that share each address across many subscribers, for example through carrier-grade NAT (CGNAT).

  • 11 October 2026: the change was applied to a small set of ISPs, including Starlink.
  • 26 October 2026: the change extends to about 530 further ISPs, mostly in Latin America and Asia.

For these networks the confidence value is set to 1, the minimum. The networks stay in the data with their provider name and last-seen date; only the confidence changes. IPv6 networks of these ISPs are not affected. MaxMind plans to review the list of ISPs regularly.

MaxMind advises against blocking an address with confidence 1, because it is usually shared by many legitimate users. The value should be treated as a weak signal alongside other signals.

For buyers of residential, ISP and mobile proxies, this means that exit IPs on shared CGNAT networks may be rated as less reliable by fraud and detection tools.
